What is the Great British Insulation Scheme?
The Great British Insulation Scheme (GBIS) — formerly known as ECO+ — is a government initiative designed to improve the energy efficiency of the UK's least insulated homes. It focuses on delivering single insulation measures that provide immediate energy savings.
GBIS is unique because eligibility extends beyond benefit recipients. Homeowners and tenants in Council Tax bands A–D with properties rated EPC D, E, F, or G may qualify regardless of income, making it one of the most accessible energy grant schemes available.

Am I Eligible for GBIS?
GBIS has two eligibility routes — you may qualify through either:
- Route 1: Receive qualifying benefits (Universal Credit, Pension Credit, etc.) and live in a property with EPC D–G
- Route 2: Live in a property in Council Tax bands A–D with EPC D–G, regardless of income
- Own your home or have written landlord permission
- Live in England, Scotland, or Wales
- Your property has not already received the proposed insulation measure
- The proposed measure is appropriate for your property type
